Snohomish County is seeking two highly motivated and well- qualified Planners to work in the Surface Water Management Division of Public Works, focusing on controlling water pollution sources at commercial properties. This position implements municipal stormwater NPDES regulations by providing technical assistance and recommending best management practices on watershed protection, waste storage and disposal, and spill response. Using creativity and teamwork, successful candidates will provide practical solutions to reduce and eliminate wastes. You'll protect critical water resources by advising local Snohomish County businesses on techniques to control sources of water pollution.Successful candidates will possess strong communication and interpersonal skills that enable them to convey technical information to business owners, encouraging better practices. They will have high emotional intelligence and have the ability to relate to a wide variety of people and business sectors. With skills in persuasion, conflict resolution, and negotiation they will generate voluntary code compliance from businesses and commercial property owners. They will have the ability to develop and sustain successful working relationships with the business community, county departments and government agencies. They thrive performing independent field work; possessing knowledge and experience in environmental best management practices, water resources, waste disposal, public outreach and education. Core responsibilities include; evaluate pollution generating commercial sites, develop business outreach and education strategies, track existing land uses and business sector types, manage a business inventory database, analyze field data results, develop programmatic targets and goals, evaluate and plan program strategies and report for NPDES permit compliance. A background in environmental science, effective oral and written communication and a commitment to water quality improvement is desired. A Bachelor's degree in urban planning, civil engineering, geography, sociology, political science, economics, environmental sciences, biology, chemistry, environmental engineering, hydrology, or public administration; AND, one (1) year experience in a related field; OR, any combination of training and/or experience that provides the required knowledge and abilities. Work related experience may be substituted for the required education or training on a year for year basis. Must pass job related tests.
A valid Washington State Driver's License may be required.
KNOWLEDGE AND ABILITIES
Employees in this class receive direction from a Principal Planner or Supervising Planner. The work is performed with considerable independence and is reviewed through meetings, periodic status reports and results obtained.
The work is performed in the usual office environment with frequent field trips to locations throughout the county for the purpose of attending community meetings and coordinating program activities. The employee may be required to work evenings, weekend and holidays as necessary.
